Senate Sen. Bayh, Birch [D-IN] IN D B000254 0 Declares it the policy of Congress to discourage the use of steel leghold traps and other painful, sublethal devices in the trapping of mammals and birds. Directs the Secretary of the Interior to issue regulations prescribing acceptable methods for trapping mammals and birds on Federal lands. Sets forth civil and criminal penalties for violation of such regulations. Directs the appointment of an advisory commission on traps designed for capturing mammals or birds. Requires any person engaged in trapping on Federal lands to pass a proficiency test to obtain a permit. Sets forth civil and criminal penalties for selling, transporting, or carrying unapproved traps in interstate or foreign commerce. Prohibits the interstate or foreign shipment of any hide, skin, feathers, or by products thereof taken from a mammal or bird which has been captured on any lands with an unapproved trap. Directs the Secretary to publish regulations for enforcement of such prohibition. Prescribes civil and criminal penalties for the use of unapproved traps, or for the failure to maintain approved traps according to regulations, upon Federal lands. Directs the Secretary to publish regulations regarding the inspection and clearance of traps. Restricts the trapping or capturing of animals and birds on Federal lands. Limits the participation of Federal agencies in activities or programs involving trapping for recreational or commercial purposes. Authorizes the appropriation of funds to carry out the purposes of this Act. 2025-01-14T17:12:38Z
