Authorizes the Commissioner to make grants to State and local educational agencies, institutions of higher education, and other public or private nonprofit education or research organizations to support pilot demonstration projects in elementary and secondary schools with respect to health education and health programs. Authorizes appropriations for such purposes. States that the Commissioner may make grants to State educational agencies for the development of comprehensive programs in elementary and secondary schools with respect to health problems. Provides for the apportionment of funds appropriated for such purposes. Sets forth the requirements for receiving grants under the Act.
