[D-CA-15] CA D S000454 0 Central Valley Project Act Amendments - Part I: Definitions - Defines terms for purposes of this Act. Part II: Central Valley Project - Sets forth the purposes of such project. Authorizes the Secretary of the Interior to participate in water conservation and reclamation programs and to cooperate with local public water districts in the use of ground water basins and surface water storage. Declares reimbursable the construction and maintenance costs of certain wildlife preservation, water quality control, and recreation activities. Declares nonreimbursable enhancement costs for such purposes. Grants priority to the water supply of the Central Valley Project to users in the watershed in which the water originates. Authorizes the Secretary of the Interior to enter into agreements with land owners and water users in the Sacramento - San Joaquin Delta for compensation to the United States for the net benefits of such project. Authorizes the Secretary to furnish water facilities and supplies for overland water supply to certain users in such Delta, upon a determination that such supply would be in the public interest. Declares that this Act shall have no effect on enforcement of water supply contracts. Directs the Secretary to enter into an agreement, containing specified provisions, with the State with respect to operation of the project. Part III: Agreements - Authorizes the Secretary to enter into an agreement with the State with respect to fish and wildlife resources in the delta and Suisun Marsh. Stipulates procedures for changes affecting water quality objectives in such agreement. Part IV: Water Quality Objectives - Directs the Secretary to operate the Central Valley Project in conformity with certain water quality objectives where practical. Declares that storage and release of project water shall not be a substitute for adequate waste water treatment. Requires the Secretary, acting through the Bureau of Reclamation, to advise the State water resources control board with respect to water quality objectives. Exempts the United States from State water quality objectives, not specifically applied by this Act. Part VI: Construction of Facilities - Authorizes the Secretary to construct, operate and maintain (under specified conditions) the Peripheral Canal, the Contra Costa Canal, the Western Delta Overland Water Facilities, the South Delta Water Quality Improvement Facilities, Suisun Marsh facilities, the Mid-Valley Canal, and the Los Vaqueros Unit. Authorizes appropriations for the costs of the construction, operation, and maintenance contract of the Peripheral Canal. Part VII: Feasibility Studies - Authorizes the Secretary to study water demands in the Central Valley project service area, the contractual commitments of the State water resources development system, the land and watershed tributary to the Sacramento - San Joaquin Delta, San Joaquin Valley groundwater overdraft problems, and potential water resources development programs to develop additional dependable water yield. Authorizes the Secretary to study the feasibility of the following water resources development projects: Glenn Reservoir complex, Colusa Reservoir - River diversion unit, Los Banos Grandes Reservoir, and the Eel River.
