Requires the Corporation to revise standards for the national accreditation of zoos and aquariums in the several States and District of Columbia. Authorizes the Corporation to: (1) provide the technical services of Federal officers employees to assist such zoos and aquariums in complying with such accreditation standards; (2) make grants to certain nonprofit organizations for training and research, and to certain public nonprofit zoos and aquariums for model programs and pilot projects; and (3) insure mortgages executed by accredited zoos and aquariums. Authorizes the Corporation to guarantee loans made by non-Federal lenders to zoos and aquariums unable to obtain a mortgage loan with insurance provided by this Act. Establishes a revolving fund to be available to the Corporation to carry out this Act.
