Creates an Upper Mississippi River System Council. Directs the Council to prepare a master plan by 1981 for the management of the Upper Mississippi River. Requires public hearings on a preliminary plan prior to preparation of a final plan. Establishes criteria to be considered in preparing such master plan. 2024-08-01T20:01:40Z
