Directs the Commission to make semiannual reports to each House of Congress. Directs the Commission to make a final report of its findings and recommendations to the President and each House of Congress to be published not later than September 30, 1980. Authorizes the Commission to appoint and fix the compensation of personnel without regard to the civil service laws, rules, and regulations.
