Authorizes the Secretary to make payments to redeem neighborhood improvement credits or to stimulate tax credit refunds. Requires the Secretary to establish standards for the qualification of neighborhood self-help organizations and public agencies to redeem credits made available under this Act. Requires the Secretary to report to Congress on the implementation of this Act. 2024-08-01T20:06:44Z
