Authorizes rehabilitation grants directly to eligible general purpose local governments for 50 percent of the cost of the development of such areas and facilities. Sets forth criteria for eligibility for such grants, and establishes priority criteria for project selection. Authorizes appropriations for fiscal years 1979-1983 for the grants authorized by this Act.
