Authorizes the Secretary of Housing and Urban Development, in consultation with the Chairman of the National Endowment for the Arts, to make grants to, or contract with nonprofit organizations for programs under this Act. Directs the Secretary and the Chairman to develop criteria for selecting programs to be assisted under this Act.
