Directs the President to establish a wheat reserve. Sets forth acquisition, storage, and release procedures with respect to such reserves. Exempts such reserves from the "total domestic supply" of the Agricultural Trade Development and Assistance Act of 1954 and the quantitative export limitations of the Export Administration Act of 1969.
