Directs the Secretary in conducting such study to give consideration to the feasibility of establishing a comprehensive program of coordinated Federal assistance for all forms of transportation in the United States which is designed to bring together all of the Federal transportation-related programs and is funded by means of a Federal transportation trust fund financed in part by user charges to rail carriers. Authorizes appropriations not exceeding $100,000 in order to conduct such study.
