[D-AL] AL D S000701 0 Expresses, under the Foreign Assistance Act, the sense of the Congress that the people of Angola should be allowed to determine their own political future. Expresses Congress' support for efforts by the Organization of African Unity to end the conflict in Angola. Calls upon all nations to end military assistance to factions engaged in the conflict. Directs that no security assistance may be furnished Angola to aid in military or paramilitary operations, or to provide police training, assistance, or advice unless specifically authorized under the Foreign Assistance Act. Requires the President, upon request for assistance, to describe in writing the necessity of such assistance in terms of United States foreign policy and the types and amounts of assistance furnished and proposed to be furnished. Directs the President to transmit to the Speaker of the House and the Committee on Foreign Relations of the Senate a complete report on the military activity of foreign countries in Angola and an account of efforts by the President to seek an end to the hostilities there. Defines "security assistance" to include: (1) sales of defense articles, extension of credits, and guaranteed loans under the Foreign Military Sales Act; (2) deliveries pursuant to any license in effect with respect to the transportation of arms, ammunition, or implements of war; and (3) assistance for public safety under the Foreign Assistance Act. 2025-01-14T19:00:46Z
