Directs the task force to establish subject matter priorities and assignments for the committees of the House and Senate in order to coordinate and assign to such committees areas for investigations to be undertaken. Provides that such investigations shall examine Federal programs and laws that affect small business in America. Requires the task force, upon completion of such investigations, to prepare a report and make recommendations for legislation based upon information by the committees. Provides that expenses of the task force shall be apid from the contingent fund of the Senate and House.
