Requires, in addition, that the Commission study and report on: (1) the cost and effect of exemptions from the antitrust laws; and (2) the effect of State laws that inhibit competition or protect anticompetitive activities. Specifies the membership, method of appointment, and manner of compensation of the members of the Commission. States that the Commission shall make a report of its findings and conclusions no later than two years after its first meeting, and that the Commission shall cease to exist 60 days after the submission of such report.
