Gives the same authorization to the Secretary of Health, Education, and Welfare under the Federal Hazardous Substances Act. Makes the appointment of the Director of the Bureau of Compliance by the Chairman of the Consumer Product Safety Commission, under the Consumer Product Safety Act, subject to the approval of the other Commissioners.
