[R-KS] | KS | R | D000401 | 1 | National Agricultural Research Policy Act - Declares that the purposes of this Act are to emphasize agricultural research and education as a distinct mission of the Department of Agriculture and to provide a mechanism for identifying the Nation's highest priority problems for agricultural research. Directs the Secretary of Agriculture to keep abreast of agricultural research developments and to disseminate such information. Provides for an additional Assistant Secretary of Agriculture to perform such duties as are necessary to carry out the purposes of this Act. Establishes, within the Department of Agriculture, a permanent board to be known as the National Agricultural Research Policy Advisory Board. States that the Board's responsibilities shall include: (1) establishing means to evaluate the impact of agricultural research and extension programs; (2) reviewing programs, policies and goals of the agricultural research and extension agencies; (3) providing a forum for agricultural research sponsoring agencies to exchange information; and (4) developing and recommending national policies, priorities and strategies for agricultural research and education. Requires the Board to submit an annual report to the President and specified Congressional committees. States that the second such report shall include a long-range plan for agricultural research and extension, to be updated every five years. Requires the Secretary of Agriculture to conduct a continuing inventory of ongoing human nutrition projects being conducted or funded by the Department and to submit a report annually to the Congress regarding such inventory. Authorizes the Secretary to make grants to colleges and universities and to State agricultural experiment stations to carry out mission-oriented agricultural research. Authorizes the Secretary to make grants on a competitive basis for the purpose of carrying out agricultural research.
