States that conditions dictate that the Federal Government provide appropriate assistance to those States that desire to use existing technology to attempt to prevent or alleviate such damaging conditions. Defines terms used in this Act. Authorizes the Secretary of Commerce to provide financial assistance to the States for implementing specified State programs for drought control.
