Makes it the policy of the United States to conduct experimental research into scientific areas likely to provide operationally useful techniques for drought prevention. Defines terms used in this Act. Authorizes and directs the Secretary of Commerce to carry out a ten-year experimental research effort in furtherance of the purposes of this Act. Requires a final report to the Congress at the end of such ten-year period. Directs the Secretary to appoint an Advisory Board composed of individuals knowledgeable in weather modification research or operations, meteorology, agriculture, and related fields. Provides for consultation to State and local governments who wish to mount weather modification drought alleviation efforts of their own.
