Permits any river basin commission established pursuant to this Act to employ and compensate such personnel as it deems advisable at rates not to exceed the daily equivalent of the rate for grade GS-18. Empowers the Council to transfer funds authorized by the Act to river basin commissions and to Federal and State agencies.
