Directs the Secretary of Interior to prepare a list of persons eligible for such funds. Provides that funds shall be distributed as follows: (1) $10,000 shall be set aside for the purchase of lands for the benefit of the Cowlitz Tribe; (2) the balance shall be distributed by the Secretary per capita to those eligible for enrollment.
