94-hres-1538 94 hres 1538 A resolution to amend the Rules of the House of Representatives to establish a Committee on Intelligence. McClory, Robert [R-IL-13] IL R M000340 0 Amends the Rules of the House of Representatives to establish a Committee on Intelligence to be composed of 13 members, including a majority and a minority member from each of the Committees on Appropriations, Armed Services, International Relations, the Judiciary, Government Operations, and three additional Members who are not members of such Committees. Provides that Committee members of the majority party coming from the specified committees shall be appointed by their respective committee chairmen. Directs that Committee members of the minority party coming from the specified committees shall be appointed by their committee chairmen upon the recommendations of the respective ranking members of the minority party. Provides that the three Committee members not coming from specified committees shall be appointed by the Speaker of the House, one member to be appointed upon the recommendation of the minority leader. Limits a Member's service on the Committee to three Congresses after the 94th Congress. Directs the replacement of one-third of the Committee's membership for each Congress after the 95th Congress. Limits employees' service for the Committee to six years. Defines the legislative jurisdiction of the Committee as including all matters relating to: the intelligence activities of all departments and agencies of the Government, the organization or reorganization of any department or agency involving intelligence functions or activities, and authorizations of direct and indirect appropriations to the Central Intelligence Agency and its Director, the Defense Intelligence Agency, the National Security Agency, and all other intelligence activities under the Defense and State Departments. Provides for consultation with the agency or department which has classified material, and transmittal of the same to the President, before such material or corresponding committee records may be released to the public. Allows the President to prevent disclosure by certifying that it would be detrimental to the national security. Enables the Committee to disclose records so certified by the President pursuant to an order by an appropriate Federal district court. Provides security clearance requirements for Committee employees. Requires employees to waive legislative immunity from prosecution under the criminal espionage and censorship statutes. 2024-08-01T19:21:24Z
