Directs the Clerk to enter into arrangements with the Librarian of Congress for the recording of the televised proceedings of the House and for maintaining the recordings of such proceedings. States that the Clerk shall provide audio coverage of the proceedings to the offices of the Members and committees of the House. Authorizes appropriations to carry out this Act.
