Declares that it shall not be unlawful for a person to intercept a wire, oral, or other communication where all parties to the communication have given prior knowing, express, and written permission for such interception. Requires information concerning intercepted wire, oral, and other communications to be reported to the Administrative Office of the United States Courts and to the Senate and House of Representatives.
