Authorizes the Legislature of Guam to call a constitutional convention to draft a constitution for the people of Guam. Requires that such constitution shall include a bill of rights. Provides for eligibility for membership at the convention. Provides for voting procedures for the approval or disapproval of such constitution as may be drafted by the convention. Provides that upon taking effect, a constitution drafted and approved under this Act shall supersede such provisions of the Organic Act of Guam as may be inconsistent with such constitution. 2024-08-01T19:28:44Z
