Requires the Secretary to investigate the feasibility of establishing a natural greenbelt system throughout the watershed as part of such study. Requires consideration of nonstructural flood plain management in connection with the study. Requires that public hearings be held to solicit viewpoints on the development of such a plan. Authorizes the delay of construction on projects which would reduce the effectiveness of any non-structural alternatives pending completion of the study.
