Enumerates various alternatives to busing which the Commission shall investigate and evaluate. Designates the conference required to be convened under this Act as the National Conference on Alternatives to Busing. Requires the Commission to transmit a report to the President and the Congress two years after the enactment of this Act setting forth their findings and recommendations and a detailed statement of the proceedings of the national conference.
