Exempts from the provisions of such Act those States which exempt themselves by law, effective February 1, 1976. Directs the Secretary of Transportation, no later than two years after the effective date of this Act, to submit a report to the Congress on the effects of such Act. Specifies that particular attention shall be taken of the effects on energy usage, traffic safety, and school hours.
