Directs the Commission to be composed of 11 members, five of whom are from the public sector and six from the private sector. Specifies from which public agencies and which private interest groups the members will be selected. Sets forth the structure and powers of the Commission, and the procedures which it shall follow. Makes it the Commission's duty to study and assess the impact of the recent United States district court proceeding, U.S. v. Washington (commonly known as the Boldt decision), and other recent holdings which affect the commercial, sports, and recreational fishing industry in the Pacific Northwest.
