Empowers the Secretary of Commerce to plan and conduct such a conference. Provides that the conference shall include representatives of Federal, State, and local governments, professional and lay people who are working in the field of amateur athletics, representatives of high schools and colleges and high school and college athletics, representatives of other organizations in the field of amateur athletics, and representatives of the general public. Requires a report to be submitted to the President within ninety days after the conference is called. Requires the Secretary, within sixty days after the submission of the final report, to transmit to the President and the Congress his recommendations for administrative action and any legislation necessary to implement the recommendations in the report. Authorizes the Secretary to establish an Advisory Committee to the White House Conference on Amateur Athletics. Sets forth the compensation rates for the members of such Committee. Terminates the existence of such Advisory Committee ninety days after the submission of the final report.
