Establishes within the Bureau of Occupational and Adult Education an Office of Career Guidance and Counseling to administer the provisions of this Act. Establishes a National Advisory Council on Career Guidance and Counseling composed of fifteen members appointed by the President who shall be broadly representative of the guidance and counseling profession at large. States that the Council shall conduct a survey of the current status of career guidance programs in the United States and report to the President and the Congress. Defines the terms used in this Act. Title II: Career Guidance and Counseling Programs - Provides that each State which desires to receive a grant under this title shall submit through its State educational agency to the Commissioner for approval, through the Office of Career Guidance and Counseling, a State plan for career guidance and counseling to include specified elements and also such provisions as the Commissioner of Education may require. Directs the Commissioner of Education to make grants to States having approved plans for distribution to local educational agencies, on the basis of statewide needs and priorities, for career development guidance and counseling programs and services. Specifies in detail the purposes for which such grants may be used. Sets forth the requirements that State programs must meet in order to be awarded grants by the Commissioner through the Office of Career Guidance and Counseling. Directs the Commissioner of Education to carry out a program of contracting with institutions of higher education for purposes of providing needed training and retraining of guidance personnel. Defines the term "guidance personnel" for the purposes of this Act. Sets forth the requirements to be met by institutions of higher education entering into contracts to train and retrain guidance personnel. Provides for research and evaluation projects to improve the quality of services and programs provided pursuant to this Act.
