Authorizes to be appropriated, for the activities performed under (1) and (2), $5,000,000 for fiscal year 1976; $7,500,000 for fiscal year 1977; $10,000,000 for fiscal year 1978; and such sums as may be necessary for the succeeding fiscal years.
