States that if the Secretary determines that such fees unreasonably exceed comparable airport landing fees in the United States or are otherwise discriminatory, he shall determine compensating fees which shall be imposed upon air carriers of such discriminating countries as a condition to acceptance of the general declaration at the time of landing or takeoff of such foreign carriers. 2024-08-01T18:38:59Z
