[D-CA-14] CA D W000035 0 Provides that no person shall be a naturalized citizen of the United States on his own petition unless he demonstrates a simple understanding of the English language, including an ability to read, write, and speak words in ordinary usage in the English language. States that these requirements shall not apply to any applicant who is otherwise qualified to be naturalized and who: (1) on the effective date of this Act, is over fifty years of age and has been living in the United States for twenty years; (2) upon filing his petition, is over fifty years of age and can demonstrate an ability to read, write, and speak words in ordinary usage in his own language; (3) upon filing his petition, is over sixty years of age and has been living in the United States for twenty years; or (4) is physically unable to comply with the requirements of this Act. Provides that, except as otherwise provided, no person shall be naturalized as a citizen of the United States upon his own petition unless he demonstrates a knowledge and understanding of the fundamentals of the history and the principles and the form of government of the United States.
