Merkley, Jeff [D-OR] OR D M001176 0 This resolution amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate to limit to two hours, divided equally between the majority and the minority, the consideration of a motion to proceed to the consideration of any debatable matter, including consideration of any related debatable motion or appeal. The following motions are exempt from this limitation: (1) certain debatable or nondebatable motions to proceed made during the first two hours of a new legislative day, and (2) motions considered nondebatable by the Senate pursuant to rule or precedent. 2020-09-28T22:42:35Z
