The rule must be treated as a consumer product safety rule under the Consumer Product Safety Act. The Centers for Disease Control and Prevention must make grants available for states, local governments, or tax-exempt nonprofit organizations to carry out education and awareness campaigns on proper equestrian helmet selection for riders and the dangers of nonapproved headgear.
