Deems the permit as issued if the Secretary fails to act within a reasonable time (not exceeding one year). Amends the Migratory Bird Treaty Act to add an intent element to criminal liability for the taking, killing, or other harm to a migratory bird that is accidental or incidental to the presence or operation of an otherwise lawful activity. 2023-01-11T13:26:17Z
