Amends the Act to repeal the Secretary's authority to provide funding for the Program. Prohibits the obligation or expenditure of any funds currently allocated under the Program. Requires the funds to be covered into the General Fund of the Treasury and used only for reducing the federal budget deficit. 2019-11-15T20:53:12Z
