Directs the Secretary of Health and Human Services to provide notification of smuggled food products to the public and to DHS. Amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to establish civil penalties for illegally imported meat and poultry products. Amends the Federal Food, Drug, and Cosmetic Act to require federal certification of food safety labs.
