Requires the Administrator to coordinate with the National Oceanic and Atmospheric Administration (NOAA) to ensure that the capabilities of the XOVWM constellation of satellites will meet the operational data needs of NOAA. Requires development of a plan and schedule for the procurement and launch of the XOVWM constellation of satellites. Authorizes the Administrator of NOAA to operate the constellation of satellites procured and developed under this Act. 2019-11-15T21:42:03Z
