Defines "covered energy project" as the construction, operation, or maintenance of any building, structure, or other facility for the development, production, processing, or transmission of energy, including: (1) construction, operation, or maintenance of any oil or natural gas pipeline or refinery; and (2) the leasing of federal lands (including submerged lands) for the exploration, development, production, processing, or transmission of oil, natural gas, or any other source or form of energy. 2021-06-07T20:06:24Z
