Faster and Smarter Funding for First Responders Act of 2006 - Provides for grants to prepare for, respond to, mitigate against, or recover from, threatened or actual terrorist attacks. Sets forth requirements relating to transportation security, border security, the intelligence community, and the balance between security and civil liberties. Outlines provisions concerning the use of foreign policy and public diplomacy to combat terrorism. Omnibus Nonproliferation and Anti-Nuclear Terrorism Act of 2006 - Provides international nonproliferation requirements. Targeting Terrorists More Effectively Act of 2006 - Outlines provisions concerning terrorism, terrorist financing, countries that support terrorism, and preventing the growth of radical Islamic fundamentalism. Establishes a National Commission To Review Policy Regarding the Treatment of Detainees. Outlines U.S. strategy with respect to Afghanistan, Pakistan, and Saudi Arabia. Intelligence Authorization Act for Fiscal Year 2007 - Authorizes appropriations for FY2007 for U.S. intelligence and intelligence-related activities.
