Homeland Emergency Response Operations Act or HERO Act - Provides for: (1) radio spectrum for first responders; and (2) private sector preparedness. Faster and Smarter Funding for First Responders Act of 2006 - Provides for grants to prepare for, respond to, mitigate against, or recover from, threatened or actual terrorist attacks. Sets forth requirements relating to transportation security, border security, the intelligence community, and the balance between security and civil liberties. Outlines provisions concerning the use of foreign policy and public diplomacy to combat terrorism.
