Requires an operator of a mine to promptly pay a civil penalty owed under this Act before contesting the penalty before the Federal Mine Safety and Health Review Commission or appealing the decision to the appropriate court. Directs the Secretary of Labor to submit an annual report to Congress detailing fines assessed and collected. Authorizes increased appropriations for assistance to states under such Act. 2023-01-13T04:48:49Z
