Biden, Joseph R., Jr. [D-DE] DE D B000444 1 Return of Talent Act - Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security to establish the Return of Talent Program to permit an eligible immigrant alien (as defined by this Act) and family members to return for up to 24 months (with an extension available) to the alien's country of citizenship in order to make a material contribution to that country if the country is engaged in post-conflict or natural disaster reconstruction activities.
