Authorizes appropriations to the Department of Labor (DOL) and the Occupational Safety and Health Administration (OSHA) for necessary communications including public service announcements, additional personnel, safety standards enforcement, and health and safety training and resources for affected workers and employers. Directs the Secretary of Labor and the OSHA Administrator to give a briefing to specified congressional committees on progress towards providing necessary personnel for such enforcement and training, and on coordination with other federal agencies.Extends annual financial report deadlines under the Labor-Management Reporting and Disclosure Act for unions or employers in the Hurricane Katrina disaster area.
