Winters and the men of "Easy Company" for their actions to ensure control over Utah Beach at Normandy, France, during World War II, and commends the heroism and bravery shown by Lieutenant Winters. Acknowledges the historical achievements of Lieutenant Winters and his men in assuring the success of the Allied Normandy Campaign begun on June 6, 1944 (D-Day).
