Requires the Commission to conduct a study of the economy and the competitiveness of U.S. companies and workers and, in conducting such study, to: (1) review the findings and recommendations of previous commissions and studies; (2) analyze the current economic environment and competitive challenges facing U.S. workers and companies; (3) review the strategies of other countries for responding to the competitive challenges of the new economic environment and analyze the impact of those strategies on the future of the U.S. economy; and (4) formulate recommended policies and actions on specified issues relating to the development of the Nation's skill-base and innovative capacity. Directs the Commission to submit to Congress and the President a report regarding its findings and recommendations. Authorizes interim or special reports in the Commission's discretion.
