[R-NM] NM R D000407 5 Department of Energy National Laboratories Water Technology Research and Development Act - Directs the Secretary of Energy to establish a National Laboratories water technology research and development program for research, development, and commercialization of water supply technologies, with Sandia National Laboratory as the lead laboratory. Instructs Secretary to establish the National Water Supply Technology Advisory Panel to advise the Program Coordinator. Requires establishment of Regional Centers comprising certain universities and National Laboratories acting in partnership to conduct specified water commercialization research. Provides for: (1) block grants to such Regional Centers; and (2) competitive grants to eligible collaborative institutions for water supply technology research, development, and demonstration projects. Designates the Utton Center at the University of New Mexico Law School as the National Water Supply Law and Policy Institute, which shall: (1) establish a database of existing water laws, regulations, and policy; (2) furnish legal, regulatory, and policy alternatives to increase national and international water supplies; (3) consult with the Regional Centers and other interested persons on water law and policy; and (4) conduct an annual water law and policy seminar on research carried out or funded by the Institute. 2023-01-14T22:48:23Z
