Allows a deduction for a volunteer first responder for training expenses. Amends the Homeland Security Act of 2002 to direct: (1) the Under Secretary for Emergency Preparedness and Response to establish a standard of basic preparedness for local first responders and to provide for the award of need-based, competitive grants to States and local governments for basic personal equipment and communications enhancement needed to perform disaster response, mitigation, and recovery missions; and (2) the Secretary of Homeland Security to establish a Homeland Security Competitive Research Grant Program and to award research grants to colleges and universities for purposes including understanding how the Homeland Security Advisory System operates as a useful communication tool for citizens. Amends: (1) the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award grants to eligible entities to pay the Federal share of the cost of carrying out activities including training elementary and secondary school teachers and administrators to identify and prevent avoidable disasters, and to assist children in dealing with the aftermath of terrorism and disasters; and (2) the Robert T. Stafford Disaster Relief and Emergency Assistance Act to provide for financial assistance to affected State and local governments for school-based community mental health counseling. | 2023-01-15T04:49:08Z |
