Authorizes the Administrator to assign special agents from the program to: (1) support crisis management and consequence management activities during terrorist attacks; (2) support the anti-terrorism and counter-terrorism efforts of the Departments of Homeland Security and Justice; and (3) provide protective service duties. Authorizes the Administrator to provide grants to improve the security of drinking water systems against terrorist attacks.
