Protecting Intellectual Rights Against Theft and Expropriation Act of 2004 - Amends Federal copyright law to authorize the Attorney General (AG) to: (1) commence a civil action against any person who engages in conduct constituting copyright infringement; (2) collect damages and profits resulting from such infringement; and (3) collect statutory damages. Directs the AG to: (1) develop a program to ensure effective implementation and use of the authority for civil enforcement of the copyright laws, including training programs for qualified personnel from the Department of Justice and U.S. Attorneys Offices; and (2) report annually to Congress on the use of such enforcement authority and progress made in implementing the training programs.
